thanks for both the links...this is getting extremely hairy. Sorry for my naivety, but I thought the police don't carry guns in London. How long ago did that change?
The official line is that police are not 'routinely' armed, only specially trained officers carry guns. The fact is that the majority of London bobbies are now specially trained. You rarely see policemen just plodding up and down the street these days - you see the majority of them outside government buildings, tourist sites, areas such as Trafalgar Square where groups of people gather - they're all tooled up.
Oddly, the 'terrorist' suspect arrested this afternoon was bought down with a tazer not a handgun. I don't think they need anymore stories of London cops playing Dirty Harry and unloading 7 shots into innocent people's brains.
